Energy costs may seem small in comparison with total production and operating costs. But, in money terms, and in relation to profits, energy costs can be substantial. Energy accounting is the first step in usefully identifying and controlling energy costs to improve profitability.
Energy accounting is a disciplined management activity combining systematic procedures for monitoring and documenting energy consumption, with a planned approach for improvement of overall energy efficiency. By management's diligent use of Energy Accounting methods, short- and long-term changes in energy costs and efficiencies can be identified, whether they be caused by direct efforts to improve energy efficiency, or by inadvertent increases in energy usages. As is true for financial accounting methods, Energy Accounting methods only supply information to management - management must evaluate and act as required, to obtain the desired benefits.
Since the two primary criteria for an ECO are that it be easy to implement and that its payback be short, ease of implementation and payback period have been used to classify ECO's into three general categories: housekeeping measures, process improvement projects, and large capital projects.
Housekeeping ECO's, also referred to as operations and maintenance ECO's, include a broad category of measures that should really be part of ongoing plant maintenance programs. Usually, these are low cost measures with rapid payback. Sometimes, however, if the energy savings are small, the payback can be high, even if the initial cost is low. Typically included in this category of measures are: repair of leaks of all sorts, maintenance of optimum combustion efficiency, maintenance of pipe and equipment insulation, maintenance and repair of steam traps, and often, steam condensate return.
Typical process improvement projects in Pakistan require from Rs 100,000 up to Rs 1,000,000, although for some plants they may exceed several million rupees. Their payback are normally not much more than 2 or 3 years, since they incorporate mainly locally manufactured equipment. Many heat exchangers and economizers fall into this category; some condensate return systems, power factor improvement systems, automatic combustion control systems, and new high efficiency lighting systems also belong to this category. Longer payback items in this category include imported high-efficiency motors and variable speed AC motor drives.
Major replacement projects include purchase of new production or auxiliary equipment. They may range from a few million to more than 100 million rupees. Their payback also tend to be longer, and they require more detailed financial analysis. They often involve import of large process-specific equipment or equipment with elaborate controls. Often these projects cannot be justified on energy savings alone; increases in production quality or capacity must also be figured into the financial analysis. In addition to process equipment, new boilers and cogeneration equipment fall into this category.
Energy conservation opportunities related to improvements of the building envelope are generally easy to identify, but difficult to quantify in terms of potential savings. The reason for this is that buildings are dynamic structures, experiencing transient rather than steady-state heat flows.
The large thermal mass of most construction types in Pakistan (e.g., heavy masonry or concrete walls and roof decks) create a thermal lag in the transfer of heat between the outdoors and indoors. Tests conducted have indicated that the peak inside ceiling temperature may occur 4 hours or more after the peak outdoor temperature has been reached. An additional problem occurs in trying to estimate savings through reduction in infiltration or exfiltration. These sources of energy waste depend heavily on prevailing wind direction and are variable from moment to moment.
The general approach in the estimation of energy savings potential is through the use of computer building energy load simulation models. These models rely on detailed meteorological data and a fairly complex description of the building under consideration, including its dimensions, orientation, materials of construction, placement of windows in the building shell, interactions with the building's surroundings, and a number of other factors. The building simulation models allow the impact of changes to one or more of the buildings construction details to be analyzed and compared to a base case. The computer simulation models carry out a complex series of calculations on an hourly basis to account for the various heat transfer mechanisms in the building and their interactions (e.g., building shell conduction, convection, and radiant heat transfer; solar heat gain through windows; heat transfer through infiltration, natural ventilation and mechanical ventilation; heat gains caused by the activities of building occupants; heat gains caused by the use of equipment in the building).

There are many energy conservation opportunities that can be implemented by simple changes in operating, maintenance, and administrative procedures. In conducting the preliminary energy survey, a number of these measures can be identified as follows:

In the past, the scheduling of a project (over time) was done with little planning. The best known "planning" tool then was the Gantt bar chart, which specifies the start and finish times for each activity on a horizontal time scale. Project management has evolved as a new field with the development of two analytic techniques for planning, scheduling, and controlling of projects. These are the critical path method (CPM) and the project evaluation and review technique (PERT). PERT and CPM are basically time-oriented methods in the sense that they both lead to the determination of a time schedule. Although the two methods were developed independently, they are strikingly similar.
Project scheduling by PERT-CPM consists of three basic phases: planning, scheduling, and controlling. The planning phase is initiated by breaking down the project into distinct activities. The time estimates for these activities are then determined and a network (or arrow) diagram is constructed with each of its arcs (arrows) representing an activity. The entire arrow diagram gives a graphic representation of the interdependencies between the activities of the project. The construction of the arrow diagram as a planning phase has the advantage of studying the different jobs in detail, perhaps suggesting improvements before the project is actually executed.
The ultimate objective of the scheduling phase is to construct a time chart showing the start and finish times for each activity as well as its relationship to other activities in the project. In addition, the schedule must pinpoint the critical (in view of time) activities that require special attention if the project is to be completed on time. For the noncritical activities the schedule must show the amount of slack or float times that can be used advantageously when such activities are delayed or when limited resources are to be used effectively.
The final phase in project management is project control. This includes the use of the arrow diagram and the time chart for making periodic progress reports. The network may thus be updated and analyzed and, if necessary, a new schedule is determined for the remaining portion of the project.

The major problem in meeting these objectives is that they are basically in conflict. Maximum customer service can be provided if inventories are raised to very high levels and the plant is kept flexible by altering production levels and varying production schedules to meet the customer's changing demands. The second and third objectives thus suffer in meeting the first. Efficient plant operation can be maintained if production levels are seldom changed, no overtime is incurred and machines are run for long periods once they are set up on a particular product; however, this results in large inventories and poor customer service while meeting the objective of maximum plant efficiency. Inventory can be kept low if customers are made to wait and if the plant is forced to react rapidly to changes in customer requirements and interruptions in production. In the business world few companies can afford to work toward one of these objectives to the exclusion of the other, since all are about equally important for sustained success.
In a large manufacturing company today, the responsibility for customer service rests with one organizational group, the sales department, which seldom recognizes much responsibility for either plant efficiency or for the levels of inventory. On the other hand, manufacturing people usually feel little responsibility for inventories and perhaps little for customer service. In fact, many plant managers and supervisors have probably never thought of their activities from a customer's point of view. Frequently, the performance of these people is measured not on their contributions to overall company objectives but only on their abilities to meet their assigned, limited goals. Very few first-line supervisors, for example, are rated on their abilities to control lead times and keep items in stock, but they know that their careers depend greatly on how they get out production, work well with the union and meet their budgeted expense goals. By the same token, very few salespersons are judged by their contributions to profit; they are rated solely on their abilities to sell more products.
Reconciling these conflicting objectives in a modern company, where responsibilities have been sharply divided and where managers have been encouraged to sub optimize by their performance measures, becomes a challenging problem; attempting to solve this problem is the primary function of production and inventory planning and control. Working through an information system, planning, measuring actual performance against the plan and then presenting information to line managers who must take corrective action, the function of production and inventory control is to reconcile these objectives to meet the overall profit goals of the company. There is no other group to do this job.
